A great place to find Tin and Copper, and sometimes silver, for the horde is near Ambermill(lvl 14-20 mages) and north of The Sepulcher in and around a cave filled with (lvl 13-14 spiders) ... but have not been able to find a trainer that teaches how to smelt tin.
